Ethics debate: The responsibility of riders in maintaining bike paths​

I’ve been thinking a lot lately about the ethics of bike path maintenance, specifically, whose obligation it really is. Obviously, local councils and parks departments have a primary role, but where do riders fit into the picture? We benefit directly from these paths, but are we obligated to do anything to maintain them?

It feels like there's a spectrum. On one end, actively damaging the path (purposefully littering, skidding excessively, etc.) is clearly unethical. But what about actions that could be considered minor inconveniences or passive neglect? For example, if you see a small branch or some glass on the path, are you ethically bound to move it, even if it's not directly in your way? Or is that solely the responsibility of the authorities?

I'm curious to hear other people's thoughts. Is it simply a matter of being a good citizen,or is there a stronger ethical imperative at play given our direct use and enjoyment of these shared resources? Perhaps a "leave no trace" beliefs should be adopted,where riders actively strive to leave the path cleaner than they found it.
